I fear we are becoming programmed to see anything that depicts a black person as anything but Barak Obama or Oprah Whinfrey, as RACIST! Take a look at National Geographic magazines and you will see Aboriginal Africans who look a lot like the fellow in the above art. But the artist is NOT saying all black peopel carry spears and wear lin cloths.
If I draw a hillbilly with a long beard, missing teeth, no shoes, and a jug of moonshine under his arm, nobody shouts "RACISM!", and I as a white person do not feel like I am being made fun of, even though I have family who are from those parts of the USA where the 'hillbillies' stereotype doth hail.

Either that or he's referencing this really really really weird episode of the old Superman cartoon where a bunch of Nazi dress like KKK members and lead around a bunch of stereotyped African tribals.

It was apparently a USA propaganda cartoon during the WWII era. There's a really f*cked up one with Bugs Bunny killing a bunch of Japanese.
